No, that is highly incorrect. That is an invalid and outdated method of measurement that puts almost everyone into a bra with a band too big and cups too small. There are some exceptions, but for most people, the size of the ribcage equals the band size. The band does most of the supporting; if it is not hugging your body, it is not doing its job.
